The changing face of missed appointments

I think there is a need to question the financial figure as applies to the UK GP system, though I note the reference. Is there a big danger here of victim blaming? The article highlights many of the issues as to why people do not keep their appointments, but from my point of view when working flat out it provides a chance for a cup of tea, to sign some repeats or to catch up a bit so not running late and getting ''stressed'.
